The easy answer is NO!
The longer answer is that we have to think about their habits and what it will take to change them! Lets say your dog has a habit of barking out the window. If they have done that for several years, it will take much more effort on your part to get them to change their ways than if they have been doing it for a shorter period of time!

There is a strong chance the answer is yes! I have experience with MANY breeds. Although I haven’t worked with every breed out there, I have experienced working with a very wide variety of personality types in dogs. From dogs that are so high energy they have trouble sitting, to dogs that have little interest in doing anything but sitting.
I also consider myself to be very flexible. If something doesn’t work for your dog, we will pivot and find something that does!

The easy answer is yes. I know that is not what most people want to hear, but read on to understand the more nuanced answer.
An easy way to understand this, is your job. You would not be very excited to go to work if your boss didn’t pay you! BUT… Lets look at more personal relationships. If your best friend asked you to do something for them, you might not need any kind of reward. But if they were to never show their appreciation, you would be a little less excited to go out of your way to do something extra for them.
It also depends on what motivates your dog, some dogs do very well with food, others love toys, and few thrive on praise alone. Regardless of what is motivating to our dogs, we can fade out the frequency of rewards over time, but never completely.
